Any level of NGC Flower Show judge may become a member.

The objectives of this Council shall be:
A. To support and promote charitable, educational and scientific work, as well as the goals and objectives of California Garden Clubs, Inc.
B. To further the study of : Standard Flower Show judging, Horticulture, and the Elements and Principles of Floral Design.
C. To provide an opportunity for discussion, clarification, and the ethics of judging as published in the current copy of the Handbook for Flower Shows and The National Gardener as published by National Garden Clubs, Inc.
D. To promote better understanding among Flower Show Exhibitors, Flower Show Judges, Flower Show Management, to aid and assist Student Judges, and to Educate the Public.
E. To assist Garden Clubs and other organizations, upon request, by giving information for the promotion of Standard Flower Shows.
